Accelerated ENC Project 2007 to 2010
Nautrical ENC and Chart Production

Introduction
L-3 Nautronix has established an international
reputation as one of the world’s leading suppliers of hydrographic nautical chart production services. Our Spatial Business Group in Wollongong Australia has been producing and maintaining ‘official’ hydrographic nautical chart products under contract to international hydrographic agencies and governments for more than 12 years.

Background
In support of its National and International obligations, the Australian Hydrographic Service
RAN (AHS) have committed to providing full Electronic Nautical Chart coverage of Australia by
2011. To achieve their objectives, the AHS identified the need to engage industry assistance. The scope of work represents the
largest hydrographic Nautical Chart and ENC
compilation project undertaken anywhere in the world.

The AHS commenced an international procurement process in 2006 to determine a short list of companies who had the necessary experience, competencies and capacity to undertake the project. Following a lengthy
evaluation process, L-3 Nautronix (formerly HSA
Systems) was shortlisted as the preferred supplier and awarded a contract in late 2006.

Project Overview
The production of Paper and Electronic Nautical Charts is undertaken by experienced GIS and cartographic specialists. It combines complex data modelling, assessment and presentation to ensure the products are spatially accurate and provide the mariner with a true representation of the oceans subsurface. There is a significant and complex data conversion requirement to ensure data of varying types and age is assessed,
adjusted and presented to current international
geospatial standards (WGS84).

Key Activities
Key activities for the project included:

Establishment of the project infrastructure
Assembly and training of more than 20 project team members
Source data assessment, conversion and assembly of AHS supplied source data
Establishment of production and quality assurance methodologies to ensure product conformance
Remediation and Conversion of 38 Electronic Nautical Charts (ENC)
Compilation of 85 new nautical paper charts and ENCs from source data to Australian and International specifications
Close liaison with the Australian Hydrographic Service which acted as the project authority and custodian of the new AEP produced

Project Outcomes
The project is on track for completion in December 2010, approximately 6 months ahead of schedule. The AEP project has enabled the AHS to fulfil its international obligation to provide an Australia wide portfolio of Electronic Nautical
Charts. The ENC data will significantly improve safety of navigation, aid in the prevention of navigation incidents and assists in the protection of the marine environment. The project has
resulted in the production of a national asset which will aid maritime navigation well into the 21st Century.

L-3 Nautronix is proud to be involved in this important Hydrographic Capacity Building activity. The success of the AEP project underlines the hydrographic data production and project expertise of L-3 Nautronix.

Papua New Guinea Chart - Modernisation Project 2005 to 2008
Nautrical Chart Production

Introduction
HSA Systems trading as L-3 Nautronix has established an international reputation as one of the worlds leading suppliers of hydrographic nautical chart production services. HSA’s spatial business group in Wollongong Australia has been producing and maintaining ‘official’ hydrographic nautical chart products under contract to international hydrographic agencies and governments for more than 12 years.

Background
Infrastructure development is high on the agenda for the Department of Transport Papua New Guinea. In particular there was a pressing
need to upgrade port facilities with emphasis on rehabilitating the nations navigational aids which had been degrading over a long period.

A contract was let to re-establish the nations
navigational marks to CPSC Transcom however it soon became apparent that PNG’s portfolio of navigational charts also needed to be upgraded as part of that program. Modern paper and electronic charts were sorely needed to support the accurate placement of the navigation marks as well as providing national and international shipping with current and safe navigational
products.

Project Overview
The PNG nautical chart portfolio consisted of many charts which were compiled prior to or shortly after World War 1. These charts
didn’t adhere to modern day charting standards. In support of the regional development infrastructure program, the Asian Development Bank provided funding to the PNG Department Of Transport to recompile the entire PNG chart portfolio and to produce a modern series of paper
and electronic navigation charts. HSA was awarded the PNG Hydrographic Chart Modernisation contract by the ADB in April 2005.

Key Activities
Key activities for the project included:

Establishing the project infrastructure
Source data assessment and assembly
Undertaking hydrographic/land surveying
Updating 17 existing ENC datasets
Compiling 39 new WGS84 paper nautical charts
Compiling 39 new ENC datasets
Providing extensive quality assurance
Close liaison with the Australian Hydrographic Service which acted as the project sponsor and undertakes printing and distribution of the various chart products.

The project was completed to budget and delivered within two months of the original delivery target. This complex and demanding project demonstrated how industry and government can work effectively together utilising their respective skills to develop critical infrastructure in a timely and cost effective manner.
